Introduction (Right To Information - 2005)

The Right to Information Act, 2005 has come into force with effect from 12.10.2005. The Act primarily envisages to set out a practical regime of Right to Information for citizens to secure access to Information under the control of Public Authorities, in order to promote transparency and accountability in the working of every Public Authority. Section 2 of the Act prescribes details pertaining to the record, right to information and third party information. Exemption from disclosure of information are prescribed in sections 8 an 9. In P AR department a test analysis of the applications received from various applicants like Advocates, Associations, General public, Government Servants, Pensioners, Politicians, Campaigners, Wife or Husband of Government servants from 2006 to till date were made. The analysis of applications revealed that most of the applicants have sought copies of G.Os, Government Letters and also clarifications on the orders, letters already issued. Further the individual grievances are questioning the Public Authorities on the orders issued and seeking redressal or for rectifications by utilizing the Act. In order to have a detailed analysis on the request of the Information Seekers, there is a need for updating the existing guidelines as provided under the sub-section (4) of section 26 of the Act. Accordingly the following guidelines are being issued to the Public Information Officers and Appellate Authorities for the disposal of the applications received under said Act.

Objectives (Right To Information - 2005)

The objectives is to set out a practical regime (system) of right to information for citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in 2 the working of every public authority and constitution of Information

Commissions (to adjudicate between citizens and public authorities for enforcement of right to information.)
