Scheduled Castes (SC) & Scheduled Tribes (ST) Cell

In the Indian Society the Scheduled Castes (SC) & Scheduled Tribes (ST) are classified by the Government who are coming under SC & ST castes. These groups are needed certain concessions and provisions to cope with others in social life. They face social, economic and educational challenges which are addressed by giving them equal opportunities. The SC & ST Committee has been established to help, support and bring learners from such communities in the mainstream. Tamil Nadu Open University (TNOU) established the Committee for SC&ST with the purpose of empowering the SC&ST learners and also the staff in TNOU . The TNOU takes special interest in facilitating financial support to the learners of these communities from Central and State Governments and other available sources. The SC&ST learners are encouraged to enroll for skill oriented and career orientation programmes offered by the University, which would equip them with the necessary skills to choose a career option.

Objectives of Committee for SC & ST

The following are the objectives of the Committee:
  • To counsel and guide SC& ST learners and help them to resolve all academic and personal issues at TNOU effectively;
  • To ensure provisions of an environment where all SC& ST learners and staff feel safe and secure;
  • To provide the mechanism to redress the grievance of SC& ST learners and staff;
  • To ensure protection and reservation as provided in the Constitution of India and orders of the government;
  • To create awareness among the SC& ST learners regarding various scholarships and fellowship programmes of State Government and University Grants Commission (UGC), New Delhi; and
  • To take such follow up measures to achieve the objectives and targets of Government of India and State Government of Tamil Nadu and also the UGC.

Activities of Committee for SC and ST

  • To collect and disseminate the reports and information of Tamil Nadu State Government and University Grants Commission(UGC)-Distance Education Bureau(DEB), New Delhi on various aspects related to education, employment and empowerment of SC& ST learners and staff.
  • To circulate among learners the various schemes, facilities and provisions provided by Tamil Nadu State Government, Higher Education Department and UGC-DEB for education, training and research.
  • To communicate with the SC& ST learners and staff of TNOU and motivate them for better future planning.
  • To redress the issues of the learners after collecting proper information as the regulations of the University.

As per Tamil Nadu State Government and University Grants Commission (UGC)-Distance Education Bureau(DEB), New Delhi guidelines, TNOU constitutes the committee. The Committee for SC &ST gives various information to the SC& ST learners and staff of TNOU. Meetings are arranged by the Committee for SC and ST at TNOU from time to time.

Dr. B.R. Ambedkar Birth Anniversary Celebration on 14.04.2021
The School of Politics and Public Administration (SOPPA) and SC & ST Cell, (TNOU) conducted webinar (virtual mode) for 130th birthday celebration of Dr.B.R.Ambedkar. Our Honble’ Vice chancellor introduced Short term program on Dr. B. R. Ambedkar in this program.


Dr. B.R. Ambedkar Death Anniversary celebration on 06.12.2021

Tamil Nadu Open University has observed the 66th Death Anniversary of Dr. B. R. Ambedkar in the presence of Honble’ Vice Chancellor, Registrar, All teaching staffs and Non-teaching staffs on 06th December, 2021 in the University Premises.


Dr. B.R. Ambedkar Birth Anniversary Celebration on 14.04.2022

The SC / ST Cell, Tamilnadu Open University has organised a webinar on 14.04.2022 at 10.30 a.m. in Commemoration with Dr. B.R. Ambedkar 131st Birth Anniversary Celebration. Dr. P. Thiagarajan, Professor, School of Continuing Education, TNOU, The Syndicate member of TNOU, Prof. A. Muthumanickam graced the occasion. Prof. M. Lakshmanan, Formerly Head, Department of History, Bharathidasan University, Thiruchirapalli, has delivered the Special Guest address on “Dr. B.R. Ambedkar’s Contribution to Nation Building”. Finally, Dr. R. Arumugam, Co-ordinator, SC/ST cell, TNOU proposed the vote of thanks.
